An Caution for Keir Starmer drawn from His Personal Past: Without Boldness on Britain's EU Exit and the EU, Your Party Challengers Shall Be.

Seven years ago, it took just a short phrase to electrify a Labour conference demonstrating Labour was becoming disillusioned with its then leader. While not precisely stirring rhetoric, the words met with rapturous applause as most of the hall stood for spontaneous acclamation.

As the commotion died down, Keir Starmer, remained at the lectern, blinking in surprise. He was unaccustomed to his speeches producing such a reaction. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

During that darkly divisive time in 2018, straying from the prepared script in this way was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise leave supporters in working-class seats above the pro-European instincts within Labour. In just one speech, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who championed the party's base against the leadership he later succeeded.

The Evolution in Position and Closed Issues

In the years since, the landscape has shifted, especially for Starmer himself. An early move upon assuming leadership in 2020 was to declare the EU question had been settled by the 2019 national vote. During the most recent campaign, he consistently stressed unbreakable pledge promises that ruled out rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has focused on winning Brexit-y voters in key seats, despite survey data indicates a significant number have died or changed their minds.

A Lid That Rattles on the EU

Yet, the tables have turned and Starmer is now to be an embattled party leader. And, if Europe is no longer the central crisis of British politics, a lid which was tightly sealed for five years is beginning to rattle once more.

The Prime Minister and Chancellor have intensified their language about the devastation that leaving the EU has caused to Britain's economic standing. This serves as an effective tool to criticize the Reform UK leader, who seldom discusses his flagship policy was his primary goal and remains his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has resulted in a national economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the micro-mitigation thus far implemented by the government. The PM's much-touted relationship reset agreed with Brussels in 2024 provides gains quantified in fractions of a percent.

Internal Pressure and Ambitious Proposals

Rachel Reeves is one of those attempting to bypass entrenched interior ministry opposition to an expansive version of a growth-enabling youth mobility scheme by which young people can move between the UK and the EU to study or work.

David Lammy has pondered publicly about the clear advantages of joining an EU customs pact, while a dozen Labour MPs, such as the head of the Treasury select committee, last week supported an opposition proposal on joining one.

Although Nick Thomas-Symonds, who oversees UK-EU relations, who is now attending all cabinet sessions, insists the firm boundaries are still in place, there are ways these could be bypassed. A proposal involves declaring the commencement of talks immediately on a much bolder deal, to be featured in the next manifesto, to be enacted only after securing a fresh mandate.

The Prime Minister's Deep-Seated Scepticism

Yet, Starmer has lately been pouring cold water again cautioning that a return to an EU customs arrangement could undermine the trade pacts with the US, which he views as signature achievements of his premiership.

Reportedly that Starmer's doubts run even deeper, stemming from several key concerns.

  1. Firstly, he thinks any customs union agreement has been made much harder because his ministers busily de-aligning from EU regulations across a range of policy areas, like environmental standards.
  2. Second, the exorbitant price demanded from Britain to join a European defense initiative and the subsequent collapse in talks has convinced British officials that European nations have little interest in offering favorable terms with Britain than in proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, praised by the Kremlin, is viewed by some influential figures in Downing Street as a reason for Britain to keep its distance from the EU.

An Alarming Strategy and Strategic Considerations

This strange and concerning American strategy paper asserts Europe faces cultural extinction due to immigration. It includes a single mention of the UK, placed beside a suggestion that Donald Trump’s administration will intervene in our politics to foster the growth of nationalist movements.

However, instead of deciding that this renders the US an unreliable partner, the government reportedly fear that deeper EU integration could upset the global balance by endangering fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation and The Ghost of 2018

All of which brings us back to 2018. The PM has consistently stated his speech was not a pitch to become leader but merely an attempt to preserve the possibility of staying in the EU in a future vote. In fact, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he currently seems to reject.

But it’s not been lost on Downing Street have noticed that the Health Secretary, who just about everyone assumes would be a candidate for the leadership, is part of a clutch of cabinet ministers signaling they want to go further on Europe.

Staff for the Deputy Prime Minister, another likely contender in a future race to replace Starmer, insist she refuses to comment on her stance on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Danger and A Prudent Reminder

The risk is clear. If Starmer rules out significant moves towards a close relationship, he allows rivals to occupy the space where the overwhelming majority of Labour MPs, members and voters reside.

It would be prudent for Starmer to recall the impact just a few words had on his career seven years ago. Potential pathways for a major proposal on EU relations which the PM ought to consider; he should explore them himself, before someone else adopt them as their own.
